Hong Kong Proposes Public Vape Ban & Flavor Restrictions
Hong Kong authorities have unveiled a new tobacco control bill proposing significant measures to curb smoking and vaping, aiming to strengthen public health protections.
The proposed legislation, announced on April 25, plans to prohibit the possession of alternative smoking products (like vape pods, heated tobacco sticks, and herbal cigarettes) in public places starting April 30, 2026. Using these products in public will also be considered a violation, subject to a fixed penalty of HK$3,000. The government stated this targets the appeal of these products to youth and prevents them from becoming entry points to smoking.
Additionally, the bill proposes banning the sale of flavored traditional tobacco products, initially excluding menthol. Authorities argue flavors mask tobacco’s toxicity and attract young smokers. A new supply management system requiring compliance certificates for distributors is also planned, with violations risking fines up to HK$50,000 and six months imprisonment.
The measures are part of Hong Kong’s broader anti-smoking strategy to reduce its smoking rate and address the significant economic burden caused by tobacco use.
