Kazakhstan Enforces Full Vape Ban with Severe Penalties

The Department of State Revenue in the Mangystau region of Kazakhstan is informing citizens and entrepreneurs of a significant change in legislation: a complete ban on the import, production, and sale of vapes (e-cigarettes). The new law introduces substantial amendments to the country’s code “On the Health of the People and the Healthcare System.”

Specifically, Article 110 now explicitly prohibits the import, production, sale, and distribution of non-smoking tobacco products, electronic consumption systems (vapes), and flavorings and liquids for vapes. To enforce this, a new article (301-1) has been added to the Criminal Code, establishing severe penalties for violations.

Under the new law, the sale and distribution of vapes, their flavorings, and liquids are punishable by a fine of up to 200 MCI (786,400 tenge), correctional or public works, or arrest for up to 50 days. The penalties for importing or producing these banned items are significantly harsher, including fines of up to 2,000 MCI (7,864,000 tenge) or imprisonment for up to two years with potential confiscation of property. If these offenses are committed by a group or on a repeated basis, the punishment can extend to up to five years of imprisonment. Authorities are urging strict compliance to avoid legal consequences.
