Malaysia Perlis to Ban Vape Sales Effective August 1st

The Malaysian state of Perlis will prohibit the sale of vapes, or electronic cigarettes, starting August 1st. Menteri Besar (Chief Minister) Mohd. Shukri Ramli announced the decision, citing a 2022 ruling by the Perlis State Fatwa Committee which declared vape use haram (forbidden).

Youth Protection and Health Concerns Drive Ban

Mohd. Shukri stated the ban also addresses the growing concern that vaping poses a new threat, particularly to young people in the state. “Although we cannot fully curb vape use, at least we are taking action to save our youth,” he said after the State Executive Council meeting. He highlighted two recent incidents involving students: one in November where a student fell from a school roof, reportedly after becoming disoriented from vaping, and another in April where a student suffered a seizure, also allegedly after vaping at school.

Following this decision, the Kangar Municipal Council (MPK) will no longer issue new business licenses for vape sales after August 1st. Existing vape entrepreneurs, estimated to be fewer than 50 in Perlis, are advised to seek alternative business ventures. Mohd. Shukri also expressed hope that the Federal government would take appropriate action on the issue, especially concerning online vape sales.

Perlis joins other Malaysian states like Johor (since 2016), Kelantan, and Terengganu in implementing similar vape sales bans based on health and religious principles. Other states, such as Melaka and Selangor, are reportedly considering or studying stricter controls.
