Osaka Bans Smoking and Vaping on Streets with Fines
Osaka, Japan, has announced a new policy prohibiting smoking on all city streets, effective January 27, 2025. The ban covers all forms of smoking, including conventional cigarettes, e-cigarettes, and vaping devices, which were previously less regulated in certain areas. With a population of approximately 2.75 million, Osaka is now one of Japan’s largest cities to implement such a rule, aiming to improve air quality and public comfort in outdoor spaces.
Expanded Smoking Ban Covers Entire City

Smoking was already banned in specific areas of Osaka, but the new regulation extends this prohibition to all public streets, closing previous loopholes that allowed e-cigarette and vape users to smoke freely in unregulated zones.

Vaping Included in the Ban
The regulation also targets vaping and e-cigarette use, which were often overlooked or unregulated in outdoor spaces despite their comparable health risks. By including these products, Osaka’s government ensures a comprehensive approach to reducing public exposure to harmful substances.
Strict Enforcement and Fines
What sets this policy apart is its stringent enforcement. Instead of relying solely on public awareness campaigns, Osaka will deploy civil officers to patrol streets and ensure compliance. Violators caught smoking outside designated areas will face a fine of 1,000 yen (approximately Rp 105,289) per offense.
