Australia Perth Council Considers Expanding Smoke-Free Zones
The City of Vincent, an inner-city council located just 3km from Perth’s CBD, is contemplating the expansion of smoke-free zones as a response to the worrying increase in vape popularity. The council, which banned smoking in five town centres in late 2022, now considers vaping to be more prevalent than traditional cigarette smoking.
Mayor Alison Xamon expressed concern over the growing popularity of vapes, particularly when compared to cigarettes. She stated that the council would explore the implementation of new smoke-free areas in its upcoming public health plan, subject to community consultation. Xamon deemed the current $100 fine as adequate, with the possibility of an additional $200 penalty for smokers who refuse to comply in the presence of an officer.
The City of Vincent’s move comes amidst a nationwide struggle to address the surging popularity of vapes, especially among younger demographics. The Australian Alcohol and Drug Foundation reported a staggering increase in vape usage among people aged 18-24, from five per cent in 2019 to 21 per cent in 2022-23. The trend extends to those under 14, with usage rates jumping from 2.5 to seven per cent during the same period. Nearly one in 10 Australians aged 18 to 24 reported daily vaping in 2022-2023.
Varying Regulations Across States and Territories
Vaping and smoking in public spaces are governed by a patchwork of laws and regulations across Australia’s states and territories. In 2022, South Australia introduced new laws banning smoking and vaping in public places, with on-the-spot fines of up to $105 and potential prosecution fines of $750. Victoria prohibits smoking within four metres of entrances and 10m from outdoor recreation areas, while New South Wales bans both smoking and vaping in all indoor public places and many outdoor spaces.
In Western Australia, the City of Fremantle pioneered smoke-free zones in 2008, making the “cappuccino strip” the first such area in the state. The council is currently reviewing the potential implementation of additional smoke-free zones.
As vaping continues to gain popularity, particularly among younger generations, local councils and state governments are grappling with the need for effective measures to curb this trend. The City of Vincent’s proposed expansion of smoke-free zones represents a bold step in addressing this growing concern, setting a precedent for other jurisdictions to follow suit in the battle against the vaping epidemic.
