PNG government prohibits use, sale, and import of all vaping products, citing youth health risks and intelligence advice; heavy fines for violators.

The Government of Papua New Guinea (PNG) has officially prohibited the use and importation of all e-cigarette products, Health Minister Elias Kapavore announced. The decision, backed by legal counsel and a recommendation from the National Intelligence Organisation, stems from growing concerns over the rising popularity of vaping among children and teenagers.

Strict Penalties for Sale, Distribution, and Importation

The ban, finalized by the Health Department, will take effect one week after its publication in the National Gazette. It covers the sale, distribution, and importation of all vaping devices and liquids. Minister Kapavore warned that violators will face significant penalties under the Tobacco Control Act 2016. Individuals caught breaching the ban could be fined K10,000, while corporate entities, particularly those associated with the tobacco industry, may face fines up to K200,000.

Health officials stated that Customs is prepared to enforce the new regulations and identify retail outlets currently selling these products. The Minister highlighted the serious health risks posed by flavored and chemically-laden vaping products, noting that e-cigarette aerosols can contain carcinogenic substances and toxic additives, endangering both users and those exposed to secondhand vapor. According to ministry data, tobacco use accounts for nearly 9% of national deaths and costs the PNG economy over K787 million annually.
