Polish President Approves Bill to Hike Tobacco Taxes Starting 2025
Poland is gearing up to increase excise taxes on tobacco products and electronic smoking devices over the next three years, following President Andrzej Duda’s approval of a bill passed by both houses of parliament. The move, which was initiated by the government in late July 2024, is part of a broader effort to curb smoking rates across the nation.
According to an announcement by the Polish Prime Minister’s Office, the excise tax on cigarettes will see a phased increase, starting with a 25 percent hike in 2025, followed by 20 percent in 2026, and 15 percent in 2027. Loose tobacco will face even steeper increases, with taxes rising by 38 percent in 2025, 30 percent in 2026, and 22 percent in 2027.
Cigars and cigarillos will not be exempt from the tax hikes, with excise taxes set to increase by 25 percent next year, 20 percent in 2026, and 15 percent in 2027. Dry tobacco products will follow the same rate increases as loose tobacco.
The new rules will also target vaping products, with the excise tax on e-cigarette liquids set to rise sharply by 75 percent in 2025, followed by 50 percent in 2026 and 25 percent in 2027. Innovative tobacco products will also face steeper taxes, with a 50-percent increase next year, 20 percent in 2026, and 15 percent in 2027.
The bill’s approval comes just weeks before the new year, giving tobacco companies and retailers a short window to adjust their pricing and strategies. The government hopes that the higher prices will discourage smoking, particularly among younger generations, and help reduce the burden on the nation’s healthcare system.
Poland has been taking steps to combat smoking in recent years, with the country’s smoking rate falling from 33 percent in 2010 to 21 percent in 2020, according to data from the World Health Organization. However, the government believes that more needs to be done to further reduce smoking prevalence and protect public health.
