Russia Increases Tobacco Excise Taxes by 4.7% in 2025
According to amendments to the second reading of a bill on changes to the Russian tax system, which TASS has in its possession, the Russian government plans to raise excise taxes on tobacco products by an average of 4.7% in 2025.
The proposed changes include:
- Increasing the excise tax on cigarettes and cigarettes to 2,945 rubles per 1,000 pieces plus 16% of the estimated cost (not less than 4,000 rubles per 1,000 pieces) in 2025, 3,063 rubles plus 16% (not less than 4,160 rubles per 1,000 pieces) in 2026, and 3,186 rubles plus 16% (not less than 4,326 rubles per 1,000 pieces) in 2027.
- Raising the excise tax on cigars to 315 rubles per piece in 2025, 328 rubles in 2026, and 341 rubles in 2027.
- Increasing the tax rate for cigarillos, bidis, and kreteks to 4,485 rubles per 1,000 pieces in 2025, 4,664 rubles in 2026, and 4,851 rubles in 2027.
- Adjusting the rate for tobacco, excluding tobacco used as raw material for the production of tobacco products, to 4,657 rubles per 1 kg in 2025, 4,843 rubles in 2026, and 5,037 rubles in 2027.
- Setting the excise tax on heated tobacco at 9,807 rubles per 1 kg in 2025, 10,199 rubles in 2026, and 10,607 rubles in 2027.
- Increasing the rate on e-cigarette liquids to 44 rubles per 1 ml in 2025, 46 rubles in 2026, and 48 rubles in 2027.
Excise taxes are indirect taxes on mass consumption goods within the country, and these proposed changes are part of the government’s ongoing efforts to regulate the tobacco industry and generate revenue.
