ePass System Aims to Enhance Enforcement of Age-Restricted Product Regulations

Edinburgh-based software company Zudu has introduced a new nationwide platform called ePass to modernize the registration process for tobacco and vape retailers in Scotland. Developed as part of the Scottish Government’s CivTech innovation and technology accelerator program, the ePass system seeks to provide a more efficient and effective method for managing retailer compliance with tobacco and nicotine product regulations.

Key Features and Benefits of the ePass Platform

The ePass platform offers several key features designed to streamline the registration process and facilitate enforcement of age-restricted product regulations:

  1. Retailer Registration and Updates: The system allows the approximately 15,000 tobacco and vape retailers in Scotland to easily register and update their information, ensuring compliance with current legislation.
  2. Secure Data Validation: Trading Standards and local authority officers can securely access the platform to validate retailer data and confirm registration status, enabling more effective enforcement of regulations.
  3. Integration with ScotAccount: The ePass system is accessed via the Scottish Government’s secure ScotAccount service, ensuring data protection and user authentication.

Supporting Scotland’s Goal of a Tobacco-Free Generation

The launch of the ePass platform aligns with the Scottish Government’s ambitious goal, outlined in the Tobacco and Vaping Framework, to create a tobacco-free generation by 2034. By providing a robust system for managing retailer registration and compliance, ePass plays a critical role in protecting young people from accessing age-restricted tobacco and nicotine products.

Zudu CEO James Buchan emphasized the importance of the ePass system in supporting this goal, stating, “Our robust system helps enforce these regulations where it truly matters – protecting future generations. Positive Reception from Government and Enforcement Agencies

The launch of the ePass platform has been welcomed by key stakeholders in the Scottish Government and enforcement agencies. Public Health Minister Jenni Minto praised the modernized system for its potential to enhance data quality and facilitate better enforcement of age-restricted product regulations. She noted that while most retailers comply with the law, the up-to-date and easily accessible database provided by ePass will be a valuable tool for enforcement officers.

Alexandra Connell, chair of the Society of Chief Officers of Trading Standards in Scotland (SCOTSS), also expressed support for the redevelopment of the Tobacco (and NVP) seller register. She highlighted the potential for the ePass system to improve the quality of data available to enforcement officers while maintaining a user-friendly interface for retailers.

Future Developments and Expansion

Looking ahead, Zudu plans to further develop the ePass platform to include additional features and functionality. These future enhancements may include a two-way communication center to facilitate information sharing between retailers and the government, as well as an e-learning platform to educate retailers on legislative changes and compliance requirements.

As the ePass system is rolled out to the initial 10,000 retailers, with plans to onboard the remaining 5,000 in the coming month, it represents a significant step forward in Scotland’s efforts to modernize the management of tobacco and nicotine product regulation. By leveraging innovative technology to streamline processes and enhance enforcement, Scotland is positioning itself as a leader in the global fight against tobacco use and the protection of public health.
