South Korea Urged to Act on Synthetic Nicotine Regulation
Busan City Councilor Kim Hyo-jung has called for urgent measures to protect minors from synthetic nicotine e-liquid vaping devices. During a recent city council meeting, Kim highlighted the regulatory gap that allows these products to evade taxation and oversight typically applied to conventional tobacco products.
Kim expressed alarm over the ease with which young people can access these products through online purchases and proxy buying. The current classification of synthetic nicotine products outside the Tobacco Business Act has created a loophole in youth protection efforts.
Proposed Actions
The councilor urged Busan City to:
- Monitor and enforce distribution channels
- Conduct comprehensive surveys and research
- Prepare for post-legislative amendments
- Develop countermeasures and enact preemptive ordinances
Kim also called on the City Education Office to expand education on the health risks of e-liquid vaping products and promote a smoke-free culture.

National Assembly Member Park Sung-hoon has proposed an amendment to the Tobacco Business Act to classify synthetic nicotine e-liquid products as tobacco, signaling potential changes in national regulation.
