Tobacco and Vapes Bill Raises Concerns Over “Big Puff” Disposable Vapes
The Tobacco and Vapes Bill, set to be considered by MPs, has drawn criticism for potentially approving a new super-size disposable vape known as “Big Puff.” Amendments in the bill, proposed by the Medicines and Healthcare products Regulatory Agency (MHRA), would allow these devices to hold up to six times more e-liquid than current disposable vapes, while still being discarded after use.
Loophole Allows for Larger Liquid Capacity
The “Big Puff” vapes exploit a loophole in current vaping regulations that permits the sale of devices with a greater liquid capacity than the legislated 2 ml limit. By utilizing an external plug-in tank of 10 ml, these units effectively become a 12 ml product, far exceeding the allowed amount of vaping liquid in a disposable device.
Despite being considered rechargeable, these super-size vapes are manufactured with low-quality batteries and non-replaceable coils, rendering them essentially single-use. Unregulated products are now entering the UK market, potentially undermining the bill’s objectives of addressing youth vaping.

Concerns Over Youth Addiction and Environmental Impact
Greig Fowler, Director of VPZ, the UK’s leading vaping retailer, has expressed alarm over the proposed approval of “Big Puff” devices. “It is insanity and counterintuitive to develop a bill to tackle youth access and use it to approve a super-size disposable that is going to bring an even greater youth and environmental crisis,” Fowler stated.
He emphasized the contradiction of allowing a product that can hold six times the amount of e-liquid compared to current disposables, given the existing concerns about youth addiction through 2 ml devices. Fowler called on MPs to recognize the dangers posed by this new breed of super-sized disposables and take decisive action to prevent a potential crisis.
Proposed Flavour Restrictions and Impact on Adult Vapers
In addition to the “Big Puff” issue, VPZ has warned that the Tobacco and Vapes Bill’s proposed restrictions on flavours could negatively impact the approximately 3 million adult vapers and ex-smokers in the UK who rely on flavoured products to remain smoke-free.
While strongly supporting measures to curb youth access, such as restrictions on naming, packaging, and marketing, VPZ believes that limiting fruit, sweet, and dessert-like flavours risks undermining the effectiveness of vaping as a harm-reduction tool and jeopardizing the UK’s 2030 Smoke-Free goals.
