Ukraine to Ban Nicotine Pouch Sales to Minors Under New Bill
In response to a growing regulatory vacuum, Ukraine’s parliament has drafted Bill No. 14110-d to ban the sale of snus and nicotine pouches to minors and heavily restrict their advertising.
Mykhailo Radutskyi, Chairman of the Verkhovna Rada Committee on National Health, has introduced new legislation to modernize Ukraine’s anti-tobacco laws. Bill No. 14110-d aims to close current legal loopholes by explicitly banning the sale of new nicotine products—such as pouches and snus—to minors, while also addressing the unregulated import of e-cigarette components and standardizing health warnings on traditional packaging.
Closing the Regulatory Loophole on New Nicotine Products
Ukraine’s current anti-tobacco legislation, originally modeled on European directives, is facing a critical modernization challenge. The rapid introduction of new nicotine-containing products—specifically snus and nicotine pouches—has created a regulatory vacuum. Currently, these products can be freely sold and advertised across the country without any direct legal prohibition against selling them to minors.
To combat this, the parliamentary health committee has drafted Bill No. 14110-d. Mykhailo Radutskyi emphasized that because these products contain nicotine, they are inherently harmful regardless of the dosage. The new bill will enforce an absolute ban on sales to underage consumers and impose strict limitations on advertising campaigns.
Addressing E-Cigarette Imports and Packaging Standards
Beyond nicotine pouches, the proposed legislation seeks to address broader systemic issues within the Ukrainian market. Radutskyi highlighted a significant loophole regarding electronic cigarettes: while the devices themselves face bans, individual components such as batteries and refill liquids are still legally imported and sold domestically.
Furthermore, the bill addresses the ongoing issue of cigarette packaging standardization. Under the proposed norms, mandatory medical warnings must cover exactly 65% of both the front and back surfaces of all cigarette packs, ensuring compliance with international health communication standards.
The Economic Cost of Addiction
The push for Bill No. 14110-d is driven by an alarming increase in tobacco and nicotine consumption among Ukrainian youth. Radutskyi stressed that while the state budget benefits from excise taxes on these products, the true economic impact is often miscalculated. The long-term state expenditures required to treat smoking-related diseases far outweigh the short-term tax revenues. By closing the loopholes on pouches and e-cigarette components, Ukraine is taking a necessary, preventative step aligned with modern European public health standards.
