Proposed Russian law seeks to prohibit sales of tobacco, vapes & hookahs at public transport stops to limit youth access & passive smoking.

Russian lawmakers are considering a bill that would prohibit the sale of cigarettes, vaping products, nicotine-containing items, and hookahs at all public transport stops across the country. The legislation, introduced to the State Duma by deputies from the Khabarovsk Territory, aims to reduce the accessibility of these products, particularly to students, and to combat passive smoking.

The authors of the initiative argue that the placement of sales pavilions at bus stops, often near educational institutions, makes tobacco and nicotine products too readily available to young people. They also highlight that sales in these high-traffic public areas contribute to the problem of secondhand smoke exposure, which disproportionately affects vulnerable groups such as children, pregnant women, and individuals with chronic diseases.

If the proposed bill is approved, the new restrictions on selling these items at bus stops would come into force on March 1, 2026. This initiative is part of broader ongoing discussions in Russia regarding stricter tobacco and nicotine control measures.
