Colombia’s Ministry of Justice Supports Removing Marijuana Prohibition
In a recent political control debate held at the Senate of the Republic, Colombia’s Minister of Justice, Néstor Osuna, reaffirmed the government’s stance on eliminating the constitutional prohibition on marijuana consumption. The minister’s intervention came as he presented the results of the latest National Study on the consumption of psychoactive substances among the school population.
During his address, Minister Osuna unequivocally stated that President Gustavo Petro’s administration supports the removal of the constitutional ban on cannabis consumption. He emphasized that the original version of the constitution, drafted in 1991, did not include any prohibition on drug use, and that the current ban was introduced through a legislative act in 2009.
The minister clarified that the government’s intention is not to suppress prohibition in general, but rather to focus specifically on cannabis. “The illegality of marijuana does cause harm,” Osuna asserted, highlighting the detrimental effects of the current prohibitive approach.
Alongside his statement on marijuana legalization, Minister Osuna presented the most recent figures from the Ministry of Justice’s study on drug consumption in school environments. The data, collected in 2022, confirmed that the levels of drug use among students have not undergone significant changes since 2016.
One notable finding from the study, as highlighted by the Ministry of Justice on its official X (formerly Twitter) account, is that girls are consuming more alcohol than boys – a trend that warrants attention and further investigation.
The ‘National Study on the Consumption of Psychoactive Substances in School Population 2022,’ conducted by the Colombian Drug Observatory in collaboration with the Ministries of Health and Education, provides valuable insights into the trends of both legal and illegal substance use among minors.
