Ministry of Social Affairs Favors EU-Wide Regulatory System Over Individual State Bans

Estonia currently has no plans to ban the sale of disposable e-cigarettes, despite Belgium becoming the first EU member state to implement such a ban starting January 1, 2025. Aive Telling, head of the Department of Environmental Protection and Chemical Safety at the Estonian Ministry of Social Affairs, stated that while the possibility of banning disposable vapes has been discussed in Estonia for years, the government currently supports a pan-European approach to regulation.

Telling explained that introducing a ban separately in different countries is more challenging than creating a common regulatory system across the EU. She noted that the idea of banning the sale of disposable vapes throughout the EU is currently at the preliminary discussion stage, with various member states’ positions being studied and ways to address the issue being considered.

Estonia’s Current Vape Regulations

Estonia has already implemented a ban on the sale of flavored e-cigarette liquids, with the exception of tobacco and menthol flavors. Additionally, cross-border and domestic distance selling of tobacco products, including vapes, is prohibited in the country.

Telling emphasized that Estonia believes that as an individual state, it will not achieve the desired effect by banning disposable e-cigarettes. Instead, the government maintains that regulation should be implemented on a pan-European level to effectively address the varying scale of the problem and the different products used across EU member states.

As the discussion surrounding the regulation of disposable e-cigarettes continues within the EU, Estonia remains committed to supporting a unified approach that prioritizes public health and safety while considering the unique challenges faced by individual member states.
