Maldives Bans Import and Use of Vapes and E-Cigarettes
President Dr. Mohamed Muizzu of the Maldives has ratified the first amendment to the Tobacco Control Act, which the Parliament passed on November 12. The amendment prohibits the import, sale, free distribution, and use of electronic cigarettes (e-cigarettes), vaping devices, and related products in the Maldives.
Stricter Regulations and Penalties
The new law imposes stricter regulations and penalties for tobacco use and sales. It bans tobacco use in all government institution buildings and their premises, and fines both users and property owners or operators for illegal tobacco use in business or service establishments. Repeat offenders may face suspension of smoking permits and temporary suspension of business licenses.
The sale of tobacco or related products to individuals under 21 years old, or involving them in tobacco sales transactions, is now prohibited. Sellers must verify the age of buyers through an identity card or official documentation. Anyone who sells or distributes a vaping device to a minor will face a fine of USD 3,242, in addition to penalties for the sale and distribution of such devices. Public display or advertisement of these products is also banned.
Fines for Importing and Selling Vaping Devices
The amendment imposes a fine of USD 3,242 for importing vaping devices such as e-cigarettes into the Maldives, along with a fine of USD 648 for each individual item. Selling any type of vaping device will result in a fine of USD 1,297, with an additional fine of USD 648 for each item sold.
Ban on Tobacco Production and Import
The new law also bans the growth of tobacco plants or production of tobacco products in the Maldives. It prohibits the importation of tobacco plants, seeds, or any parts that could be used for growing tobacco, as well as the manufacturing of any tobacco products in the country. The illegal import, export, distribution, or sale of tobacco, e-cigarettes, vaping devices, and related products is also prohibited.
Implementation Timeline
The provisions related to electronic cigarettes and vaping devices will take effect on December 15, while other provisions will be effective from November 15, following the publication of the amendment in the Government Gazette.
