German Tobacco Tax Hike Set to Push Cigarette Packs Past €11 by 2030

The German coalition government has agreed on a series of tobacco tax increases aimed at generating state revenue and reducing smoking-related health risks. Under the upcoming framework, the price of a standard 20-cigarette pack will climb to nearly €8.80 next year before reaching €11.40 by 2030.

The political agreement between the CDU, CSU, and SPD seeks to narrow federal budget deficits while curbing nicotine consumption. For daily consumers, the financial impact will accumulate rapidly over the decade.

Despite these increases, German tobacco prices remain lower than in other European markets. In the United Kingdom, for example, a pack of cigarettes can cost up to €20.

Public Backlash and Economic Concerns

Reactions on the ground highlight deep divisions over the policy. In Dortmund, local residents expressed contrasting views on whether higher prices actually deter addiction.

“I was a smoker for decades and accepted the constantly rising prices. I quit, and I think the tax hike is right,” noted former smoker Maria Schlicht, adding that harm-inducing products should carry higher duties.

Other consumers voiced frustration regarding living costs. “Working, feeding a child, feeding a dog—there is not much left. I will probably quit smoking,” said local resident Elvira Ludziartzyk.

Taxes Extended to Vapes and Alternative Nicotine Products

The draft revisions to the Tobacco Tax Act (Tabaksteuergesetz) do not stop at combustible cigarettes. Pipe tobacco and e-cigarettes will also face higher tax burdens, drawing criticism over social fairness.

“People who have a lot of money will continue to smoke. And the others will no longer be able to afford it,” stated 21-year-old Phil Sassen in Dortmund.

While the legislative reform awaits final formal passage, the planned tax adjustments mark a decisive shift toward making smoking a costly habit in Germany.
