Gibraltar Proposes Smoke-Free Generation and Disposable Vape Ban

Gibraltar’s Minister for Health, Gemma Arias-Vasquez, has published a Command Paper outlining draft legislation that aims to create a smoke-free generation and regulate the sale of nicotine products. The proposed law would prohibit the sale of tobacco to anyone born on or after January 1, 2009, effectively coming into force in 2027 when this group reaches the age of 18.

In addition to the generational tobacco ban, the draft bill seeks to ban the sale and advertising of single-use vapes and prohibit the sale of nicotine products to individuals under 18. Retailers would face strict requirements under the new legislation.

The public consultation period is now open, with responses accepted via email or in writing until Tuesday, April 22. Minister Arias-Vasquez hailed the draft bill as one of Gibraltar’s most forward-thinking public health proposals, emphasizing its goals of protecting young people, promoting wellbeing, and reducing environmental harm caused by single-use vapes.

Coinciding with the publication of the draft bill, the retail price of cigarettes in Gibraltar has increased, with a packet of ordinary cigarettes now costing £2.70 and premium cigarettes reaching £4.20.
