Government Sets Minimum Prices and Bans E-Cigarettes to Improve Public Health and State Budget

The Cabinet of Ministers of Kyrgyzstan has approved minimum prices for tobacco products and vapes, effective January 1, 2025. The government signed the resolution to improve public health and replenish the state budget.

According to the resolution, the minimum prices for various products will be:

  • Cigarettes (pack of 20): 110 soms
  • Sticks (IQOS): 110 soms
  • Disposable e-cigarettes: 350 soms per piece
  • Vapes and electronic nicotine delivery systems: 1,400 soms per piece

The prices for cigarettes and sticks will further increase by 10 soms per pack from 2026, reaching a minimum of 120 soms.

Kyrgyzstan Bans Import and Use of E-Cigarettes and Vapes

In addition to setting minimum prices, Kyrgyzstan will prohibit the import and use of electronic cigarettes and vapes from July 1, 2025. President Sadyr Japarov signed the corresponding law aimed at protecting citizens’ health from the negative consequences of using new-generation tobacco products.

The law imposes serious fines for violators:

  • Individuals: 100 calculated rates for using e-cigarettes, 200 for selling
  • Legal entities: 600 calculated rates for using e-cigarettes, 650 for selling

Illegal import of e-cigarettes will also become a criminal offense, with penalties ranging from correctional labor and fines to imprisonment, depending on the quantities involved.

By implementing these measures, Kyrgyzstan takes a proactive approach to address the growing concerns surrounding the use of electronic cigarettes and vapes, particularly among the younger population. The government aims to create a healthier environment for its citizens while generating additional revenue for the state budget.
