Kyrgyzstan Implements Full Vape Ban Effective July 1st
Kyrgyzstan is set to enforce a comprehensive ban on the import, sale, and use of all vaping products (e-cigarettes) starting July 1st. The legislation, signed into law by President Sadyr Japarov in November 2024 after parliamentary revisions, introduces significant penalties for violations.
Under the new Code of Offenses, using e-cigarettes with liquid will result in a fine of 100 расчетных показателей (RP), equivalent to 10,000 soms, for individuals, and 600 RP (60,000 soms) for legal entities. The sale of e-cigarettes will attract fines of 200 RP (20,000 soms) for individuals and 650 RP (65,000 soms) for legal entities.
Furthermore, the Criminal Code stipulates penalties for illegal importation. Significant illegal import can lead to corrective labor for up to one year or fines from 1,000 to 1,200 RP (100,000-120,000 soms), with a potential ban on certain activities. Importation in large or particularly large quantities can result in fines from 1,500 to 2,000 RP (150,000-200,000 soms) or imprisonment for one to two years, along with activity restrictions. The initial bill was passed by parliament in June 2024 but was returned by the President with objections, leading to amendments regarding penalties for importation based on the scale of the offense.
