Russian Duma Health Committee Head Calls Full Vape Ban
The head of the Russian State Duma Committee on Health Protection, Sergey Leonov, has asserted the necessity of a complete ban on the production of vaping devices within Russia. Speaking on “Radio Rossii,” Leonov stated that despite existing laws prohibiting the sale of vapes to minors, cases of children using e-cigarettes continue to be recorded. He believes this warrants a total prohibition on domestic vape manufacturing.
“The state is trying its best, let’s say, to combat this delicately. But we in the Health Protection Committee still believe that vapes should be banned altogether – both their sale and production in our country, that is unequivocal,” Leonov said. He had previously called for licensing organizations involved in vape sales.
This call for stricter measures comes after amendments to the law on selling vapes to minors took effect in Russia on February 14, 2025. These changes introduced fines of up to two million rubles for selling hookahs, vapes, cigarettes, and nicotine-containing products or raw materials to children.
