Monaco National Council Votes to Ban Disposable Vapes
Monaco’s National Council took decisive action against disposable electronic cigarettes, overwhelmingly voting to approve a bill banning their sale and consumption in certain locations within the Principality on October 17, 2024. This marked Monaco’s first legislation specifically targeting nicotine vaping devices.
The initiative reportedly stemmed from proposals by young Monegasques participating in the “Think Tank 2024.” The bill highlights concerns that single-use e-cigarettes, often called “puffs” locally, pose significant health risks, particularly to youth due to appealing flavors mixed with addictive nicotine, and contribute to environmental pollution as single-use plastic waste.
Roland Mouflard, National Council member and the bill’s rapporteur, emphasized the dual goals. “We can stop our youth from falling into the trap of nicotine addiction,” he stated, adding that the bill addresses the “danger that concerns public health, the protection of the younger generation and the environment.” He described the action as “necessary and urgent.”
This legislative move aligns with Monaco’s broader environmental efforts against single-use plastics and existing restrictions like the summertime ban on smoking and vaping on the Principality’s beaches, implemented in 2021. The focus on disposables targets a specific segment of the vaping market often criticized for its youth appeal and environmental footprint.
