Penang Sets Sept 30 Deadline for New Smoking Law Compliance

Business premises owners in Penang, Malaysia, have been given until September 30th to comply with the Control of Smoking Products for Public Health Act 2024 (Act 852) before full enforcement begins. State Youth, Sports, and Health Executive Councilor, Daniel Gooi Zi Sen, stated that monitoring and inspections have revealed that many premises have not yet met the new requirements.

“We hope we don’t have to reach the stage of issuing compounds because our real purpose is more about education,” Gooi said during an integrated operation in Bandar Cassia. He urged all parties to take shared responsibility in adhering to the act.

Under Act 852, all smoking products (including vapes) must be registered, strict controls will be imposed at sales counters, and every premise must display warning signs prohibiting smoking and the sale of smoking products to minors. Gooi noted that while some businesses have taken the initiative to post new notices, including those stating they do not sell e-cigarettes, compliance is not yet universal.

As of August 5th, 2,647 compounds had been issued for smoking in food premises, and 137 notices were given to premise owners for failing to display no-smoking warning signs.
