Russia to Launch Electronic Cigarette Production License Registry from 9.1
From September 1, 2023, Russia will launch a registry of licenses for the production of tobacco and nicotine-containing products. The corresponding resolution was announced on July 13 on the government’s website.
The registry will be created based on the “GosTech” platform and will include information about issued, revoked, and suspended licenses, which will allow for their prompt verification. It is expected that this measure will contribute to the reduction of illegal cigarette production and other related products, including vapes.
Since June 1, a law restricting the sale of vapes and any nicotine-containing devices, including hookahs, has come into effect in Russia. According to the document, it is prohibited to openly display the products on store shelves and advertise them. Violations of the sales rules can result in fines of up to 600,000 rubles.
The Purpose of the License Registry
The main purpose of the registry of licenses for cigarette production is to enhance control and transparency regarding the production and trade of tobacco products. The registry will contain information about issued, revoked, and suspended licenses, enabling their status and authenticity to be promptly checked.
Combating Illegal Production
It is expected that the launch of the license registry will help reduce the volume of illegal cigarette production and other tobacco-related products, including vapes. By establishing strict rules and requirements for obtaining and maintaining licenses, the government aims to reduce illicit trade and improve control over the tobacco market.
Restrictions on the Sale
Since June 1, 2023, a law has been in effect in Russia that restricts the sale of vapes and any nicotine-containing devices, including hookahs. According to the document, the open display of such products on store shelves and their advertisement is now prohibited.

New Requirements
According to the new requirements, products must be provided only upon customer request and should not be visible to the general public. This means that the products must be stored in closed showcases or be accessible only in the background of the store. Advertising materials and packaging should be devoid of bright and enticing elements to avoid attracting attention and stimulating consumption.
Penalties for Violations
The law establishes fines of up to 600,000 rubles for violations of the rules regarding the sale of vapes and nicotine-containing devices. The government intends to strictly enforce these new rules and punish violators in accordance with the legislation.
