Russia’s New Vape and Tobacco Regulations Ban Flavors
The Russian State Duma has adopted new legislation that will dramatically reshape the landscape of smokeless tobacco products and vaping in the country. These changes aim to address growing health concerns and curb the rising popularity of these products among youth.
New Production Rules for Smokeless Tobacco
Lawmakers have approved a bill establishing strict guidelines for the production of smokeless tobacco products in Russia. Manufacturers must now adhere to the following regulations:
- They can only use food products, additives, and flavorings approved for use in food products within the EAEU and Russia.
- Producers must submit annual reports detailing product composition by March 31st of each year.
- Packaging cannot suggest that the product is less harmful than other tobacco products.
Restrictions on Ingredients and Nicotine Content
The new law prohibits the use of substances that increase the attractiveness of smokeless tobacco products. This ban includes:
- Flavorings
- Colorings and additives that boost tobacco addiction
- Nicotine salts, ammonium and its derivatives
- Ammonia and acetaldehyde
- Sugars (with some exceptions for processing)
Additionally, the nicotine content in these products cannot exceed 10mg per unit.
Vaping Under Scrutiny
The State Duma is also considering a separate bill that would completely ban the retail sale of both nicotine and nicotine-free vapes in Russia. Lawmakers cite alarming statistics showing a tenfold increase in teenage vape use since 2011.
However, the legal department has noted that this proposed ban may conflict with existing laws that permit such trade with certain restrictions.
Digital Tracking for Cigarettes
In a move to combat counterfeit products, Alexander Spiridonov, Deputy Chairman of the State Duma Committee on Industry and Trade, announced that paper excise stamps on cigarette packs will be replaced by digital stamps starting September 1st. This change will allow authorities to track products from production to point of sale.
Implementation Timeline
If adopted, most provisions of the new law will take effect on March 1, 2025. The government will determine specific lists of prohibited dyes and additives.
These sweeping changes reflect Russia’s growing concern over the health impacts of smokeless tobacco and vaping products, especially among young people. As the country grapples with these issues, the new regulations aim to strike a balance between public health and industry concerns.
