Scotland Aligns Disposable Vape Ban with UK, Postponing Implementation to June 1, 2025

The Scottish government has announced a two-month delay in implementing the ban on selling single-use vapes, aligning the effective date with the rest of the UK. The new legislation at Westminster will prohibit the sale of disposable vapes starting June 1, 2025. Although the Scottish Parliament had previously passed regulations to enforce the ban from April 1, Scottish Health Secretary Neil Gray stated that Holyrood would amend the date to provide clarity for businesses and consumers.

A Scottish government report from the previous year revealed that 22% of all under-18s, approximately 78,000 individuals, had used a vape in the past year. The report highlighted that more young people were using vapes than smoking cigarettes. The UK legislation appears to offer no grace period for businesses, requiring retailers to sell their existing stock of disposable vapes before the deadline.

Vaping industry leaders have cautioned that the ban could lead to an increase in illegal sales of disposable vapes. UK circular economy minister Mary Creagh emphasized the wastefulness of single-use vapes and their negative impact on towns and cities. She described the ban as the first step towards a circular economy, aimed at reducing waste, accelerating the path to net-zero, and creating jobs across the country.

Cost Comparison: Disposable vs. Refillable Vapes

Disposable vapes, typically priced at around £5, are often cheaper upfront compared to refillable vape kits, which usually cost between £8 and £12. However, the long-term costs associated with refillable kits are lower than those of disposables.

Global Trend Towards Restricting Disposable Vapes

Several countries, including Ireland, Belgium, New Zealand, Australia, South Korea, India, and Brazil, have already implemented or announced plans to restrict the sale of disposable vapes. The UK’s measure to ban single-use vapes is separate from the government’s plan to end smoking by prohibiting the sale of cigarettes to anyone born after January 2009.
