Spanish Health Ministry to Ban Disposable Vapes and Flavorings
The Spanish Ministry of Health has announced plans to prohibit disposable Vapes and their flavors in the coming weeks, citing concerns over their environmental impact and their role as a gateway for young people to develop smoking habits.
Upcoming Modifications to Royal Decree 579/2017
Javier Padilla, the Secretary of State for Health, revealed during an informative meeting organized by Nueva Economía Fórum in Madrid that a draft modification of Royal Decree 579/2017 will be available in the coming weeks. The modified decree will include the prohibition of disposable vapes, which Padilla described as harmful to health and the environment.
Furthermore, the draft will include a ban on flavors and aromas in e-cigarettes, as well as legislation requiring generic packaging for cigarette packs. Padilla emphasized that vaping serve as an entry point for young people to develop smoking habits.
Transforming Public Health
Padilla highlighted the need for three transformations in public health: the Public Health Strategy Law approved in June 2022, the recently approved creation of a public health surveillance network by the Council of Ministers, and the forthcoming establishment of a State Agency for Public Health, which has garnered consensus for its approval.
The Secretary of State for Health also stressed the importance of implementing specific policies, such as the approval of the draft law on alcohol consumption and its prevention in minors, which is expected to pass through the Council of Ministers before the end of the year. Other key policies include health and climate change initiatives, as well as the prevention and control of smoking.
Reducing Annual Deaths and Furthering Tobacco Control
Padilla noted that the modifications to these laws have already led to a decrease of 1,077 annual deaths. The Comprehensive Plan for the Prevention and Control of Smoking, which has already passed through the Council of Ministers, achieved a good consensus and a favorable opinion from the autonomous communities in the Interterritorial Council of the National Health System.
The next step, Padilla explained, is to modify Royal Decree 579/2017, which regulates the manufacturing, presentation, and commercialization of tobacco products and their derivatives. He also mentioned that during the first quarter of 2025, the reform of Law 28/2005 on tobacco, which addresses smoke-free spaces, could come to light.
