UK Generational Smoking Ban: Health Leaders Demand £700M Tobacco Levy
Asthma + Lung UK has warned that the UK’s groundbreaking generational smoking ban must be followed by a £700 million annual levy on the tobacco industry. This demand comes as 5.3 million adult Britons remain trapped in addiction, facing severe regional inequalities in accessing vital smoking cessation services.
The upcoming legislation, first introduced in 2023 by former Prime Minister Rishi Sunak, will prohibit the sale of cigarettes to anyone born on or after January 1, 2009. While health charities and campaigners hail this world-first policy as a monumental public health victory, they stress it does not address the immediate needs of current smokers.
According to a Cancer Research UK poll, 85 percent of current and former smokers regret taking up the habit. However, access to professional help is highly inconsistent across the country. Research by Action on Smoking and Health (ASH) highlights a stark “postcode lottery” regarding how local health authorities allocate cessation funding.
| UK Region | Local Smoking Rate | Cessation Spending Per Smoker (2025-26) |
|---|---|---|
| NHS South East London | 8.2% | £32.11 |
| Lincolnshire | 14.4% | £9.76 |
These disparities leave many individuals without the support they need to quit, while the tobacco industry continues to generate massive profits. Furthermore, health leaders reject the industry’s argument that its tax contributions justify the societal harm caused by its products.
| Financial Metric | Annual Amount |
|---|---|
| Cost of Smoking to the UK Economy | £93 Billion |
| Tobacco Duties and Taxes Revenue | £8 Billion |
To bridge this funding gap, Asthma + Lung UK is calling for a direct levy on tobacco industry profits. This proposed measure could raise an estimated £700 million annually.
Advocates argue that funneling these funds directly into local smoking cessation programs would transform public health services, providing compassionate and accessible support to those struggling with deadly nicotine addiction.
