Cluj-Napoca Considers Becoming First Romanian City to Ban Smoking in Public Spaces
Cluj-Napoca, a city in northwestern Romania, may soon become the country’s first to prohibit smoking in public spaces such as parks, playgrounds, and even streets. Mayor Emil Boc announced the initiative, emphasizing that the measure should be implemented gradually following a public debate.
Mayor Boc stated that the proposal takes inspiration from the city of Milan, which banned smoking in public spaces, including streets, starting from January 1, 2023. In Milan, smokers must maintain a distance of at least 10 meters from other people, or face fines ranging from 40 to 240 euros for non-compliance.
The municipality’s objective is to initially ban smoking in parks, playgrounds, and sports facilities. Mayor Boc mentioned that his staff is currently analyzing Romania’s legal framework to determine whether it allows for a local decision in the absence of a national law. The measure is already in effect in some of the city’s parks.
If implemented, Cluj-Napoca would become the first Romanian city to ban smoking in public spaces. The municipality is considering potential fines and enforcement measures to ensure compliance with the new regulations.
As the initiative progresses, local authorities will need to strike a balance between public health concerns and individual freedoms. The proposed smoking ban aims to create a healthier environment for the city’s residents and visitors while setting a precedent for other Romanian cities to follow.
