Egypt Cigarette Prices Tax Stamp Law Stable

Rumors Persist, But Official Prices Unchanged Since Late 2024

Despite ongoing speculation and a recent increase in the value of tax stamps (“banderoles”) affixed to packs, official cigarette prices in Egypt remain unchanged, with no new price hikes announced by manufacturers or the Ministry of Finance. Rumors frequently circulate regarding cigarette costs, prompting close consumer attention.

The Egyptian Ministry of Finance recently adjusted the value of the tax stamps as part of periodic fiscal measures aimed at boosting public revenue. However, this administrative change has not automatically translated into higher retail prices set by manufacturers. Experts emphasize that official price adjustments typically follow specific tax law requirements, such as the Value Added Tax Law No. 177 of 2013, which allows for annual increases up to 12%, rather than arbitrary company decisions.

According to local media reports and industry figures like Ibrahim Imbabi, head of the Tobacco Division, the market currently appears stable with sufficient supply. The last significant official price increase occurred in November 2024, following Ministry approval to raise the maximum tax brackets for cigarettes.
