Kazakhstan Cigarette Prices Climb Steadily, Up 16.5% Year-on-Year
Domestic Production Rises as Costs Increase Across Regions
Smokers in Kazakhstan are facing increasingly expensive cigarettes, with prices rising consistently month after month. According to analysis by Energyprom, the average cost of cigarettes surged by 16.5% year-on-year by the end of March 2025, with a 1% increase recorded in March alone.
Price hikes varied regionally. The most significant annual increases were seen in the Pavlodar (+21%), Zhetysu (+20.5%), and Astana (+19.5%) regions. Monthly increases were sharpest in the Akmola region (+3.2% in March), followed by Almaty (+2.6%) and the Turkestan region (+2%). Some regions saw minimal monthly changes or stable prices in March.
Despite rising prices hitting consumers’ pockets, domestic tobacco production in Kazakhstan is growing significantly. Output increased by 43.2% in the first two months of 2025 compared to the previous year, reaching 2.7 billion cigarettes and papirosy. Consequently, reliance on imports is decreasing, with local production meeting over 80% of domestic market demand during January-February 2025.
