Iowa Lawmakers Consider New Tax on Vaping Products
Iowa lawmakers are revisiting the possibility of taxing vaping products similarly to traditional cigarettes in the upcoming legislative session. Senate Majority Leader Mike Klimesh (R) has indicated plans to discuss a potential tax on e-cigarette liquid pods or cartridges with his colleagues. Klimesh argues that products delivering nicotine may warrant taxation but expressed caution about setting rates too high, which could drive sales across state lines to neighboring regions with lower or no vape taxes.
Currently, Iowa is surrounded by a mix of tax policies; while Nebraska, Minnesota, Wisconsin, and Illinois tax vaping products, South Dakota and Missouri do not. Klimesh, a former smoker who previously introduced legislation to tax vape liquids and nicotine pouches, noted that his new leadership role requires him to gauge broader support among Senate Republicans before pushing the issue further.
House Speaker Pat Grassley stated that while House Republicans haven’t yet discussed a vape tax extensively, they remain open to the idea, though it is not currently a top priority. This legislative consideration comes as state health data reveals a shift in nicotine consumption: adult cigarette smoking in Iowa has fallen to approximately 5.6%, while vaping rates among young adults aged 18 to 24 have climbed to 23.5%.
