Russia Bans Sale of Vapes and Energy Drinks Under a Single Brand
Russia’s consumer protection agency, Rospotrebnadzor, has banned the sale of vapes and energy drinks under a single brand name. The decision follows an investigation prompted by the Prosecutor General’s Office after public activists raised concerns that promoting energy drinks under the same brand as vapes violates the law against promoting nicotine-containing products.
The issue was highlighted by the sale of products under the Chinese brand HQD. Rospotrebnadzor has warned online platforms against this practice, and the rights holder, Meridian-Trade JSC, faces potential inspection and fines up to 150,000 rubles under Article 14.3.1 of the Code of Administrative Offenses for illegal sponsorship and promotion of nicotine products.

The Union of Enterprises of the Nicotine-Containing Products Industry (SIPNI) argued that Rospotrebnadzor is interpreting the law to its own advantage, while businesses selling HQD products claim to be operating legally. This move comes as high-level officials, including Industry and Trade Minister Anton Alikhanov, have called for a total ban on vape sales in Russia, citing ineffective age limits and health concerns, particularly for teenagers.
