Russia Proposes Tobacco and Vape Tax Hikes for 2026
The Russian government has submitted a bill to the State Duma that proposes to increase excise taxes on tobacco products starting in 2026. According to the draft law, the tax on cigarettes is set to rise by 11.3%, while the tax on other tobacco products (including pipe, smoking, chewing, sucking, snuff, and hookah tobacco) could increase by 7%.
Under the new rates, the excise tax on cigarettes in 2026 will be 3,278 rubles per thousand units, up from 2,945 rubles in 2025. The tax on tobacco will be set at 5,183 rubles per kilogram, compared to the current 4,657 rubles.
The proposed legislation also includes tax hikes for cigars, cigarillos, tobacco for heated tobacco systems, and liquids for vaping devices (e-cigarettes). The bill outlines a plan for further gradual increases in these excise tax rates for the years 2027 and 2028, signaling a long-term strategy to increase the fiscal burden on all forms of tobacco and nicotine consumption.
