Thailand Cabinet Approves Stricter E-Cigarette Controls
The Thai Cabinet has approved proposals from the National Human Rights Commission (NHRC) to implement stricter controls on electronic cigarettes (vapes) in Thailand. The move comes in response to a rapid increase in vape usage, particularly among children and youth, which is leading to severe nicotine addiction and broader public health impacts.
Following a cabinet meeting on October 28, 2025, a government spokesperson announced that the Ministry of Public Health and related agencies have been ordered to accelerate efforts to raise public awareness about the dangers and health effects of e-cigarettes, with a specific focus on protecting young people who are a primary target for vape distributors.
A key part of the proposal is to expedite the amendment of the Tobacco Products Control Act of 2017 to ensure it comprehensively covers e-cigarettes and other new-form tobacco products. This includes stronger controls over manufacturing, importation, sales, and advertising, both online and in physical locations.
The cabinet also emphasized the need to more effectively implement Article 5.3 of the WHO Framework Convention on Tobacco Control, which aims to protect public health policies from the commercial and other vested interests of the tobacco industry. To this end, the government will push for a Prime Minister’s Office regulation or other legal measures to prevent policy interference from the tobacco industry and its related parties.
