UK Considers Extending Outdoor Smoking and Vaping Bans
The UK Government is reviewing proposals to ban smoking and vaping in outdoor public spaces, including pub gardens, university campuses, and bus stops. Driven by the recent passage of the historic Tobacco and Vapes Act, this potential expansion aims to protect citizens from second-hand smoke and accelerate the transition to a smoke-free generation.
A recent YouGov poll of 13,259 adults, conducted for the charity Action on Smoking and Health (Ash), revealed a strong public appetite for stricter outdoor regulations. Hazel Cheeseman, chief executive of Ash, noted that the public clearly wants more places to breathe clean air, calling the proposed extensions a “common-sense next step.”
According to the survey, public support for outdoor smoke-free laws is remarkably high across various settings:
- 93% support smoke-free children’s play areas.
- 78%Â back bans at bus stops and transport hubs.
- 68%Â favor smoke-free university and college campuses.
- 62%Â support extending laws to outdoor hospitality areas, such as pub gardens.
The push for outdoor bans follows the UK becoming the first European country to pass legislation phasing out the legal sale of tobacco to the next generation. Government estimates suggest the Tobacco and Vapes Bill could drastically reduce the number of smokers aged 14 and over—dropping from roughly 5.5 million in 2023 to just over 700,000 by 2056.
A government consultation regarding these “free-from” places officially closed on May 8. A spokesperson for the Department of Health and Social Care confirmed they are carefully considering the responses, which include proposals to make indoor spaces where smoking is currently banned completely free of vapes and heated tobacco products.
While advocating for stricter rules, Ash emphasized the need for a balanced approach regarding e-cigarettes. The charity has called for vape-free exemptions within smoking cessation services to ensure current smokers are still encouraged to use e-cigarettes as a quitting tool.
Health officials maintain that the upcoming regulations will attempt to strike the right balance between protecting vulnerable populations, particularly children, and limiting potential negative economic impacts on local businesses and hospitality venues.
