The National Assembly has recorded many concerns from deputies about the immeasurable harm of new generation tobacco products, including e-cigarettes and heated tobacco products. In response, the Ministry of Industry and Trade is researching and developing a Decree on tobacco business to replace Decree No. 67/2013/ND-CP.

Draft Decree to Propose Management of E-Cigarettes and Heated Tobacco

In the draft Decree, the Ministry of Industry and Trade plans to propose some contents related to the management of e-cigarettes and heated tobacco products. The Ministry will coordinate with the Ministry of Health and relevant ministries and agencies to finalize the draft and report to the Government.

Minister of Industry and Trade Nguyen Hong Dien provided this information in a report on the situation and results of implementing the National Assembly’s Resolution on questioning and issues promised at the previous session in the industry and trade sector.

Concerns Raised by National Assembly Deputies

At the 7th Session of the National Assembly, several discussion sessions and the questioning session of Minister Dien revealed many concerns from deputies about the immeasurable harm of new generation tobacco products, including e-cigarettes and heated tobacco products.

Nearly five years ago, in October 2019, the Committee on Social Affairs (now the Social Committee) of the National Assembly requested the Government to develop regulations to manage the business activities of newly emerging tobacco products, such as e-cigarettes, heated tobacco, and other products.

In early May 2024, an interpellation session on the state management responsibility for preventing and combating the harm of e-cigarettes and heated tobacco products, organized by the Social Committee of the National Assembly in collaboration with the Committee on Culture and Education, revealed alarming numbers related to new generation tobacco products.

According to reports from nearly 700 medical examination and treatment facilities, including hospitals under the Ministry of Health, hospitals under the Department of Health, and district health centers, in 2023 alone, there were 1,224 hospitalizations due to the use of e-cigarettes and heated tobacco products.

The conclusion of the interpellation session affirmed that there are legal gaps in preventing and combating the harm of e-cigarettes and heated tobacco products. One of the reasons is the inconsistent viewpoints of ministries, agencies, and localities in state management of e-cigarettes and heated tobacco products, leading to delays in implementing the Government’s directives and issuing legal documents to manage and prevent the harm of new types of tobacco.
