Belarus to Impose New Excise Tax on Vapes in 2026
Belarus is set to introduce excise taxes on electronic smoking systems and related products starting in 2026, according to the draft Tax Code for the new year. This move will bring vaping products in line with other “harmful” goods like tobacco and alcohol, which are also slated for tax increases.
Under the proposal, electronic cigarettes and tobacco consumption systems will be subject to an excise tax of 3.24 Belarusian rubles per unit. Additionally, the e-liquid used in these devices will be taxed at a rate of 0.91 rubles per milliliter, an increase from the current year’s 0.85 rubles. These new taxes are part of a broader fiscal strategy that includes a roughly 7% excise tax hike on traditional cigarettes and alcoholic beverages, aligning with projected inflation.
This policy change in Belarus reflects a regional trend, as neighboring Russia is also planning an accelerated indexation of excise taxes on similar goods. The introduction of these new levies on vaping products in Belarus is expected to increase their retail price, a measure often aimed at reducing consumption, particularly among youth, while also generating state revenue.
