Belarus: Vaping in Public Places Draws Fines Up to 4 Base Units
In Belarus, the use of electronic cigarettes (vapes) is legally equated to traditional smoking and is strictly prohibited in public places. This ban extends to educational institutions, public transport, shopping centers, and dining establishments. Violating these rules can result in significant administrative penalties.
Senior Inspector Dmitry Svirepa explained that teenagers often ignore these regulations, sometimes vaping directly on school grounds. Under Article 19.9 of the Administrative Code of the Republic of Belarus, consuming tobacco products in prohibited areas incurs liability. If the offender is 16 or older, they are held responsible; otherwise, their legal guardians face the consequences. The fine for vaping in a restricted area can be up to 4 base units.
However, the repercussions for minors go beyond financial penalties. A young offender faces a year of mandatory preventive work at their school and a review of their behavior by the Commission on Juvenile Affairs. This process aims to prevent future unlawful conduct and encourage a law-abiding lifestyle. To combat this issue, police and other organizations conduct regular lectures in schools and raids in youth gathering spots. Authorities urge parents to actively educate their children about the harms of smoking and vaping to help reduce these offenses.
