Cambodia Tourism Ministry Warns Businesses of Vape Ban
Cambodia’s Ministry of Tourism (MoT) has issued a stern warning to all tourism service establishments, stating that any involvement with electronic smoking devices (vapes) or shisha could lead to the suspension or revocation of their business licences. This directive targets the distribution, sale, storage, advertising, production, or import of these products and aligns with a broader government ban enacted under Sub-Decree No. 02 BB on October 21.
The MoT’s directive explicitly forbids all civil servants, officials, and tourism operators from engaging with these devices. Ministry officials found in violation will initially face verbal warnings and confiscation, escalating to administrative penalties for repeat offenses. However, tourism businesses face stricter consequences: “Tourism service establishments violating the ban will face written warnings, suspension, or revocation of their tourism business licences or permits,” the directive states.

This enforcement drive is fueled by growing concerns over the prevalence of vaping and shisha use among Cambodian youth. Prime Minister Hun Manet has emphasized the need to protect young people’s health and social order, instructing the Ministry of Education to prohibit these devices in and around educational and sports facilities. The Ministry of Health has also highlighted serious health risks, noting that e-cigarettes can deliver high nicotine levels and shisha releases dangerous toxins linked to cancer and heart disease.
Authorities are calling on all provincial tourism offices and vocational schools to strictly implement this directive, viewing compliance as vital for public health and maintaining the international reputation of Cambodia’s tourism sector.
