EU Urges Member States to Ban Outdoor Smoking and Vaping
The European Commission has issued a non-binding recommendation urging the 27 member states of the European Union to ban smoking and vaping in various outdoor areas. The move aims to better protect the health of citizens, particularly children, from the dangers of second-hand smoke and emissions.
Health Commissioner Stella Kyriakides emphasized the duty to safeguard citizens, especially young people, from exposure to harmful substances. The recommendation calls for extending existing restrictions on cigarettes to include electronic cigarettes and emerging products like heated tobacco devices, which are increasingly reaching very young users.
The commission has suggested banning all smoking in locations such as bus stops, zoos, rooftop bars, and cafe terraces. This recommendation aligns with the EU’s “Beating Cancer Plan,” which targets reducing the smoking population from the current 25% to less than 5% by 2040.
However, the commission can only invite member states to implement these recommendations as they see fit, as health policy falls under the competence of individual countries.
Global Impact of Tobacco Use and Second-Hand Smoke
According to World Health Organization statistics, tobacco use kills more than eight million people globally each year, including approximately 1.3 million non-smokers exposed to second-hand smoke. The WHO also warns that emissions from electronic cigarettes typically contain nicotine and other toxic substances harmful to second-hand smokers.
UK Considers Outdoor Smoking Ban
Last month, British Prime Minister Keir Starmer announced that his government would consider a potential outdoor smoking ban in the UK to curb preventable deaths. This move aligns with the growing global concern over the impact of smoking and second-hand smoke on public health.
As the EU and its member states work towards creating a healthier environment for their citizens, the focus on reducing smoking and vaping in outdoor areas highlights the importance of comprehensive measures to tackle this global health issue.
