Isle of Man House of Keys to Vote on Under-18 Nicotine Pouch Ban
The Isle of Man’s House of Keys will convene for a special sitting on Tuesday to cast a final vote on banning the sale of nicotine pouches to minors under 18. This legislative push aims to close a loophole allowing children to legally purchase these highly addictive synthetic nicotine products.
Cabinet Office Minister David Ashford fast-tracked the bill, steering it through three readings in a single sitting. Ashford described the measure as an immediate response to widespread public concern, noting that nicotine addiction poses direct harm to developing youth.
Debate Over Rushed Legislation
While the bill received unanimous support in its initial stages, some politicians expressed reservations about the speed of its passage. Legislative Council member Tanya August-Hanson warned against rushing laws that establish criminal offenses for children, arguing the bill lacked sufficient scrutiny.
However, other members argued the urgency was justified. Environment Minister Clare Barber noted that many parents mistakenly assumed these age restrictions were already in place. To protect retail workers, an amendment proposed by Lawrie Hooper MHK was adopted, shifting legal liability for underage sales from shop staff to business owners.
If the House of Keys approves the latest amendments, the ban will take effect the day after receiving Royal Assent, with the exception of police search and seizure powers. If it fails, the bill will lapse ahead of September’s general election.
The Rise of Pouches Among Young Men
The legislative urgency on the Isle of Man mirrors broader trends in Great Britain. A study by University College London (UCL) published in Lancet Public Health revealed a sharp increase in nicotine pouch use, driven almost entirely by young people.
The white, synthetic nicotine sachets are marketed in brightly colored tins with appealing flavors. Researchers attribute their popularity to aggressive marketing campaigns targeting male-dominated spaces, including Formula 1 sponsorships, music festivals, and social media influencers.

While pouches carry fewer health risks than combustible cigarettes, health experts warn they cause gum damage and cardiovascular risks at high nicotine doses. The UK is set to enforce its own age-18 restriction on nicotine pouches starting October 29 under the Tobacco and Vapes Act.
