Russia: Krasnodar Bans Public Vaping, 3,000-Ruble Fines Starting June 1, 2026
Starting June 1, 2026, Russia’s Krasnodar region will enforce strict new fines for vaping and smoking in expanded public areas, including cafes, transit stops, and apartment entrances, with penalties reaching up to 3,000 rubles.
Lawmakers in the Legislative Assembly just passed amendments drastically shrinking where vapers can legally use their devices. Driven by a spike in resident complaints, the new restrictions treat e-cigarettes, vaporizers, and hookahs exactly like combustible tobacco.
If you are caught taking a puff near a hotel, cafe, or bus stop, expect a fine between 500 and 1,500 rubles. Using a device near a playground pushes that penalty up to 3,000 rubles. This legislative move aligns Krasnodar with the tightening regulatory grip seen across other Russian territories, signaling a shrinking footprint for outdoor vaping in the region.
