UK: Norwich Proposes £5 Vape Deposit to Prevent Battery Fires
Norwich City Council is set to debate a proposal on June 30 that would introduce a mandatory £5 deposit on every vape purchased. Tabling the motion amid rising safety concerns, local leaders hope the financial incentive will halt a dangerous spate of lithium-ion battery fires at regional waste facilities.
Under the proposed deposit-return scheme, retailers would be legally required to collect the £5 surcharge at the point of sale. Customers would receive their deposit back upon returning the spent device. Crucially, retailers would be mandated to accept returns even if the vape was originally purchased elsewhere.
The motion was introduced by James Wright, former Norwich City Council mayor and leader of the Liberal Democrat group. Wright emphasized that the current system places an unfair financial and safety burden on the public and waste management staff.
“Councils are bearing the cost of dangerous fires, contaminated recycling, and clean-up, with these costs ultimately falling on local taxpayers,” Wright stated. He noted that most consumers remain unaware of how hazardous it is to throw lithium-ion batteries into standard household bins.
The initiative has gained strong backing from local emergency services. Rob Curtis, protection lead for Norfolk Fire and Rescue Service, welcomed the move, stating the service supports any measures leading to the safe disposal of lithium-ion battery products.
Despite the UK outlawing single-use vapes last year, millions of devices—both illegal disposables and legal rechargeable models—continue to end up in household trash weekly. If approved, Norwich’s localized deposit scheme could serve as a blueprint for national policy, shifting the recycling onus from taxpayers back to consumers and manufacturers.
