Northern Ireland Bans Smoking in Cars with Kids & Youth Vape Sales
The Public Health Agency (PHA) of Northern Ireland has launched dual mass media campaigns to support new regulations protecting children from tobacco smoke and nicotine. Effective February 1, 2022, the laws criminalize smoking in private vehicles carrying minors and ban the sale or proxy purchase of e-cigarettes to under-18s.
Under the Smoke-free (Private Vehicles) Regulations, smoking in an enclosed vehicle with anyone under 18 present is a dual offence. Both the individual smoking and the driver who fails to prevent it will face prosecution. Children are highly vulnerable to second-hand smoke as they breathe faster and inhale more pollutants relative to their body weight.
Simultaneously, the Nicotine Inhaling Regulations address youth vaping. The law bans direct sales to children and introduces “proxy purchasing” offences, making it illegal for adults to buy these products for minors. The World Health Organisation warns that adolescent nicotine exposure can permanently disrupt brain development and act as a gateway to traditional smoking.
| Regulation | Key Restrictions & Offences |
|---|---|
| Smoke-free (Private Vehicles) Regulations | Bans smoking in enclosed vehicles with minors present. Both the smoker and the driver can be prosecuted. |
| Nicotine Inhaling Regulations | Bans selling vapes to under-18s and outlaws “proxy purchasing” (adults buying vapes for minors). |
To drive compliance, the PHA is running extensive radio, outdoor, and digital campaigns, alongside dedicated television advertising targeting smoking in vehicles.
