Philippines DTI Moves to Ban Open Pod Vape Systems
The Philippine Department of Trade and Industry (DTI) is intensifying its consumer protection efforts by moving to prohibit the manufacture, importation, distribution, and sale of open pod vape systems. These systems allow users to refill cartridges with uncertified e-liquids, which the DTI states may pose significant health and safety risks.
As part of this initiative, the DTI has already removed an open pod model from a holder’s Certificate of Philippine Standards (PS) License. Consequently, Phantom Vape Group, Inc. has voluntarily reduced the scope of its license, removing several open pod models under its VAGEND brand (including VPRIME, XLIM PRO 2, NEXLIM, XLIM GO, and XLIM SQ PRO 2 devices). These products are no longer authorized for sale or distribution in the country.
This regulatory action comes amid public concern over vape products allegedly containing synthetic cannabinoids, similar to chemicals recently found in “Tuklaw” cigarettes reported by the Philippine Drug Enforcement Agency (PDEA). The DTI’s Office for the Special Mandate on Vaporized Nicotine and Non-Nicotine Products (OSMV) is now finalizing a nationwide issuance to institutionalize the ban on vape open pods and all uncertified e-liquids. The DTI affirmed its commitment to protecting the public from vape-related hazards, including substance abuse, pursuant to the Vaporized Nicotine and Non-Nicotine Products Regulation Act (RA 11900).
