Russia Plans Digital Labeling for Vape Devices by April 2026
Russia’s Ministry of Industry and Trade is planning to tighten control over the nicotine market by introducing mandatory digital labeling for reusable vaping devices and electronic cigarettes starting April 1, 2026. This initiative aims to eliminate counterfeit products from shelves and extends the existing tracking system, which previously focused mainly on liquids and tobacco sticks.
Under the proposed rules, sellers and importers must register with the state monitoring system to operate legally. A transition period is planned, with a full ban on the circulation of unmarked gadgets expected to take effect two months later, on June 1, 2026. This move closes a regulatory gap, as device hardware had largely remained outside the digital tracking framework established for tobacco products in 2019.
Key Implementation Deadlines (Preliminary)
The rollout is expected to follow a phased approach:
- April 1, 2026: Registration Begins. Manufacturers, importers, and retailers must register with the “Chestny Znak” system and obtain an Enhanced Qualified Electronic Signature (UKEP).
- June 1, 2026: Mandatory Labeling Starts. Manufacturers and importers must begin applying Data Matrix codes to packaging. From this date, products must be entered into circulation via the “Chestny Znak” personal cabinet, and retail sales must be reported through online cash registers (checkouts). Turnover data must be transmitted via Electronic Document Management (EDO).
- August 31, 2026: Import Deadline. This is the cutoff for labeling imported goods purchased prior to the start of mandatory labeling.
- December 1, 2026: Ban on Unmarked Sales & Item-Level Tracking. The sale of unmarked devices will be prohibited. All remaining warehouse stock must be marked and entered into circulation by this date. Additionally, item-level tracking (accounting for each individual unit) becomes mandatory for manufacturers, importers, and wholesalers.
- March 1, 2027: Non-Retail Withdrawal. Businesses must report the withdrawal of products from circulation for reasons other than retail sale (e.g., disposal or returns).
How to Prepare: A Step-by-Step Plan
To ensure compliance, businesses should take the following steps:
- Register and Connect: Sign up for “Chestny Znak,” obtain a UKEP, and connect to an Electronic Document Management (EDO) operator.
- Update Equipment and Software: Integrate your accounting systems (like 1C or ERP) with “Chestny Znak.” Purchase 2D scanners and printers capable of printing Data Matrix codes.
- Catalog and Label: Describe your products in the system (via GS1 RUS or the registry), order marking codes, pay for them, and apply them to product packaging.
- Launch Circulation: Create “Introduction into Circulation” documents in your personal cabinet, detailing production/import data and codes, and sign with your UKEP.
- Manage Turnover: For shipments, create “Shipment” documents with codes. For retail sales, scan codes at the checkout to transmit data via your Fiscal Data Operator (OFD).
Preparation for these new rules is not a mere formality but a mandatory condition for continuing business operations in the Russian vape market. Staying ahead of these deadlines will be essential to avoid fines and ensure a smooth transition.
