Russia May Allow Regional Vape Sales Bans by Sept 2026
A new federal bill in Russia is poised to grant regional authorities the power to completely ban the sale of electronic cigarettes and nicotine liquids, potentially taking effect as early as September 2026. This legislative move, developed earlier this year and supported by a majority of State Duma parliamentarians, responds to growing health alarms and incidents involving vape usage among youth.
The initiative comes amid reports of severe health consequences, such as a recent case in Perm where a student was hospitalized in intensive care after using a vape. Medical professionals strongly back the restrictions, warning that e-cigarettes are not a harmless alternative to traditional smoking. “With prolonged use of vapes, vaping-associated pneumonia develops,” warned Alexander Vinokurov, chief physician of the Lipetsk Regional Narcological Dispensary. He emphasized that choosing a vape flavor is akin to “choosing the taste of the disease that will strike you.”
Beyond health risks, the inability to control nicotine intake is cited as a major issue. The proposed law would allow regions to remove these products from shelves entirely. Concurrently, stricter controls on the tobacco market are incoming; mandatory licensing for tobacco products is set to begin in March 2026, with unlicensed sales prohibited by September. Authorities are already cracking down on counterfeit products, with significant seizures reported in regions like Lipetsk. Unscrupulous entrepreneurs facing fines starting at 300,000 rubles for selling counterfeit goods.
