UK Outlaws All Vape Sales to Under-18s in £30M Crackdown
The UK government has enacted an expanded ban prohibiting the sale of all e-cigarettes and nicotine alternatives to individuals under 18. Introduced by the Department for Health and Social Care, the regulations target an estimated 370,000 underage users and over one million youths who have tried vaping.
While electronic cigarettes initially entered the market to help adult smokers quit tobacco, health authorities report increasing numbers of non-smoking youths developing nicotine dependence. The updated rules close previous loopholes by restricting alternative nicotine formats across all retail sectors.
Expanding Restrictions Across All Nicotine Products
The Department for Health and Social Care rules prohibit transactions that make nicotine accessible to young people. Prohibited actions include:
- Selling any nicotine product—including pouches, strips, pearls, and nicotine-free liquids—to anyone under 18.
- Selling products through automated vending machines.
- Distributing free promotional product samples or steep promotional discounts.
- Purchasing or attempting to purchase items on behalf of a minor (proxy purchasing).
Enforcing Compliance Through Trading Standards
Trading Standards teams across England will lead retail enforcement, armed with new powers to issue fixed penalty notices directly to non-compliant businesses. This enables immediate financial penalties against shops caught violating age checks.
To support operations, enforcement agencies will receive up to £30 million annually through 2028/29. This allocation provides up to £10 million per year directly to Trading Standards, funding 120 specialist apprentices tasked with inspecting retailers and curbing illicit tobacco and vape distribution.
Dame Diana Johnson, Minister of State for Public Health and Patient Safety, commented on the rollout:
“Six months to the day since the Act became law, we’re extending protections for young people and stopping businesses from cashing in on our children’s health.”
These sales bans follow previous government initiatives targeting youth-oriented vape marketing, including prohibitions on colorful packaging and child-appealing flavours. With fixed penalty powers active, enforcement teams are beginning immediate retail inspections across the country.
