Uzbekistan’s E-Cigarette Ban to Cover Vapes, Not Heated Tobacco Products
Uzbekistan’s impending ban on the circulation of electronic cigarettes will encompass vapes but not heated tobacco products, according to Health Minister Asilbek Khudayarov. The minister made this clarification during a session of the Legislative Chamber of the Oliy Majlis on January 7.
As previously reported, the Oliy Majlis has begun considering a law to prohibit vapes in Uzbekistan, with plans to introduce administrative and criminal liability for the import or sale of electronic cigarettes.
Informing and Enforcing the Ban for Tourists
When asked about electronic cigarettes brought into the country by tourists, Khudayarov stated that foreign visitors would be informed about the ban and have their tobacco products confiscated at the border. The minister also distinguished between vapes and heated tobacco systems.
“We are talking about two types of electronic cigarettes. We conducted a study, comparing the purchased products. Most self-respecting users of electronic cigarettes who have the financial means use heated tobacco systems instead of matches or lighters. At the first stage, we are not imposing a ban on them. The main focus is on artificial electronic cigarettes containing flavorings and nicotine taste, which are most commonly distributed among young people,” Khudayarov explained.
The Ministry of Health, in collaboration with the Ministry of Foreign Affairs, Ministry of Internal Affairs, Customs Committee, and embassies, will conduct outreach work with foreign tourists.
